Maharashtra Real Estate Appeal Tribunal discussed the interpretation of the word 'or' between the two situations when deciding on the matter.

According to RERA, if the project is not registered, the police can be fined up to 10% of the cost of the project. Failure to comply with a police order may result in a prison sentence of up to three years or a fine of up to 10% of the estimated cost or up to 10% of the estimated cost of the housing project, or both.
